Registering a car with Ukrainian plates in Poland

If you're staying in Poland long-term, a car on Ukrainian plates must be registered locally. Here are the documents, cost and deadlines — and whether it's possible without a meldunek.

Documents you need

• Ukrainian registration certificate;
• proof of ownership (contract, gift deed or invoice);
• certificate of conformity (świadectwo zgodności / APS);
• Polish technical inspection (badanie techniczne) — the Ukrainian one isn't accepted;
• sworn translation of the documents;
• proof of excise payment (AKC-U/S declaration via PUESC);
• passport and proof of address.

Is it possible without a meldunek?

Yes. A meldunek isn't required for registration — your actual address (e.g. from a rental contract) is enough.

Cost: fees and turnkey

The registration fee in 2026 is 160 zł (new plates) or 66.50 zł if you keep Polish plates. On top of that:

• excise: 3.1% (engine up to 2000 cc) or 18.6% (above); lower or 0% for hybrids/EVs;
• technical inspection: ~100–200 zł;
• sworn translation: ~150–300 zł;
• OC — separately.

Deadlines and fines

You have 30 days to register from acquiring the car (or gaining resident status). Late filing — a fine from 500 zł. The AKC-U/S excise declaration is filed within 14 days, the tax paid within 30 days.

Tip. As soon as the Polish plates are on — activate OC immediately.

Registration steps

1. Pass the technical inspection at a Polish station.
2. Get a sworn translation.
3. Pay the excise (AKC-U/S via PUESC).
4. Submit the application at the Wydział Komunikacji.
5. Receive a temporary permit, plates, then the permanent registration document.
