Exchanging a Ukrainian driving licence for a Polish one
If you live in Poland longer than six months, your Ukrainian licence formally stops being valid, and driving with it can cost a 2000 zł fine. Good news: the exchange is test-free.
When the exchange is mandatory
A foreign licence is valid for at most 185 days from the start of permanent residence (Art. 11(1)(5) of the Act on drivers). With a longer stay, a residence card or a meldunek, the exchange is mandatory. In 2026 the former exceptions for UKR status no longer apply.
The 2000 zł fine
Since 1 October 2025 the police fine those who, after 180 days of residence, keep driving on a Ukrainian licence. The amount is 2000 zł.
Documents for the exchange
- application form and data-processing consent;
- a 3.5 × 4.5 cm photo;
- the original and a copy of the Ukrainian licence;
- a sworn translation of the licence;
- passport;
- a residence card or other proof of legal stay;
- a meldunek at the place of application;
- a medical certificate from an authorised doctor.
Tests, cost and timing
No tests are required. Roughly: exchange ~100 zł + medical exam ~200 zł, together 180–300 zł. Timing — from 2 weeks to 3 months: delays usually come from the Ukrainian side verifying the licence's authenticity (the consulate).
Note. When the Polish licence is issued, the original Ukrainian one is taken and sent back to the issuing authority. Make copies in advance.
